Nothing wrong with taking pictures in the public. Lots of Candid Camera pranks are worse.

It seems to me that this guy is opening himself up to a BIG lawsuit. Driving around scaring the hell out of people to take their pictures. Lawyers in the US would LOVE to get their hands on a suit like this. The only thing saving him is that he is probably dirt poor.
