Wasteful Americans litter the roadside and parks with them. Thank goodness not a many people smoke these days as there is enough trash from lazy people already.

Just outlaw filter Cigarettes and problem solved! The filter is the only part that is not biodegradable!

In South Korea in the 60s, they washed the heck out of Cigarette Butts, picked them apart and fluffed the remains and used it to stuff Comforters, I guess the fancier name for it would be a Duvet! Might not have the insulation factor of Goose Down, but it was cheap and kept them warm at night in the Sub-zero weather of a Korean Winter! China has just found a use for the Wash water!
