As long as foreign aid continues to feed men and women in countries where your macho is determined by how many kids you produce, yes. In the US some cities consider sterilizing animals to be humane - it will save the suffering of starving animals. In-turn, some consider those that feed stray animals to be cruel in that they are encouraging the animal to produce further hungry strays. When it comes to people however, we believe that all should be fed to create more, and more, and more federal family dependent children that are starving and need to be fed by the givers, under the guise of the federal family.
