This type of thing happens all the time. I know of some people who goes to one of these type Doctors and must pay 100.00 cash for each visit no Receipt! and the Doctor keeps track of them on a 99 cent notepad and will prescribe them anything they want..His list of Patients that he deals with this way is huge....they then take the medication themselves and sell the rest to cover the charges of the Office visit..this has being going on for years....
