If you got 1.84% rais on 508 people you multiply 508 by 0.0184 not 1.84. SO even if you buy into pay raises = part of a job saved, then you saved 9.3472 jobs.
Instead, that figure includes more than 9,300 existing employees in hundreds of local agencies who received pay raises and benefits and whose jobs weren't saved.
It's not just their math that sucks.
