I did read it. It does nothing to support the claim that black momma's rack up the kids to get a paycheck. It is also citing to the point in time just after WW2. It goes on to say how the rules were substantially tightened many years ago and again in 96' and the number of single mothers on welfare has dropped significantly.
The point I want to make clear is the majority of underprivileged women these days don't have kids to get a check, they have kids because they are stupid.
In some states, a family does not recieve additional aid if a baby is born after said family is already recieving aid, and that family may also be sanctioned. UNLESS, the mother is already pregnant at time of application for aid.
you may be right on the stupid bit... had a IRL discussion on this topic... I just assumed the majority of aid recipients were black... but across the us it probably averages out... it just looks like it in chicago because of a high concentration... so I bow...whoopsie...the 96 portion may not mean a lot tho as there are 3 or 4 other programs that overlap and the net is most probably an increase in benefits spread across 3 or 4 programs...shrug... I just gonna keep working and paying my taxes till I die... like everyone else
