Wouldn't matter. Strep and Staph are normal commensal organisms on our skin and in our gut. Many of them of them already have significant new resistance and virulence factors due to hand washing with antibacterial soap, physical contact with pretty much anything that anyone else has touched, and things like that. This includes MRSA, Methicillin-Resistant Staphylococcus Aureus, which makes up about 1% of Staph on the skin of most New Yorkers (not sure about other cities but it's likely similar). Of course, means that the passenger was already very likely carrying the means of his demise with him and could have just as easily infected himself while walking the dog back at home.
