I think that there is a limit to what government can do, and that the head of FEMA is just telling us the TRUTH about that.
Mr. Gramps is right, state and local authorities are primarily responsible for fast reponse to state and local disasters and it takes a while for federal resources to organize and get to the scene? Wait! My Allah, that sounds like Bush! Fire this guy now as all and everything comes from the feds. I don't know what Mr. Gramps is thinking. The government can.... the government can.. 
The problem with Bush and FEMA wasn't what Bush said, but in the inept execution of FEMA's duty.

Except that fema had it's hands tied because the local authorities have to ask for help. THat, and NOLA was built below sea level by idiots.
FEMA has always sucked. Sucked during Hurricane Andrew too, and in that case the water could drain.
But I will agree that the guy is telling things truthfully. FEMA just isn't going to get you that much help in a short period of time.
This guy seems to tell it like it is. I like that. As a police officer friend of mine once said, "When seconds count, the police are just minutes away." That statement applies in disasters too.
Finally some one that doesn't have his head up his *ss! Sound like he has taken a realistic look at what they can and can't do and is making plans for what they can help with!! Much better than the Idiot that was put in the job by the other Idiot before Katrina hit! Neither one of them had a clue!!
