Look, it takes time to determine who to give these funds too. You obviously can't give to conservative individuals, organizations or states unless to work with you to pass Democratic legislation. Even some Democratic politicians are slow to work with or resist BO. Until these people come around, they ain't gonna get no money, see? It is not BO's fault the payoffs are slow, it is the resistor's fault.
