Doesn't seem likely, the actor that played the Phantom isn't listed anywhere in the credits of The Nightmare before Christmas

You're right, the guy in Phantom was Gerard Butler and Danny Elfman was Jack Skellington (singing) and Chris Sarandon was Jack Skellington (voice).
